The 1st China-Russia Roundtable on Law – Revival and Development: Eurasian Region Cooperation and Legal Innovation in the Post-pandemic Era – Was Successfully Held

On September 17, the 1st China-Russia Roundtable on Law, which was also one of the subforums of the prestigious “2021 International Conference on the Cooperation and Integration of Industry, Education, Research and Application (Changchun) ", was successfully held online. The prominent event was jointly organized by the JLU School of Law, the China-Russia Law Research Centre of Jilin University and the Centre for Jurisprudence Research of Jilin University. Professor Cai Lidong, Vice President of Jilin University, Professor He Zhipeng, Dean of Jilin University School of Law, Professor Ren Xirong, Head of the Policy and Law Office of Jilin University and Director of the China-Russia Law Research Centre of School of Law, Professor Wen Shuangge, Vice Dean of School of Law and Deputy Director of the China-Russia Law Research Centre, Professor Li Lifeng of Jilin University School of Law, Associate Professor Yang Fan, Deputy Executive Director of the China-Russia Law Research Centre of Jilin University School of Law, together with more than twenty experts and scholars from universities in China and Russia, including but not limited to, Saint-Petersburg State University, Moscow State University, Siberian Federal University, Far Eastern Federal University, Samara National Research University, Renmin University of China, China University of Political Science and Law, Zhejiang University, Wuhan University and Chinese University of Hong Kong, have all attended the Roundtable.

The opening ceremony was hosted by the Dean of Jilin University School of Law, Professor He Zhipeng, who extended a warm welcome to colleagues from both home and abroad to this prestigious event. The Vice President of Jilin University, Professor Cai Lidong then gave the keynote speech. Professor Cai emphasized that in the post-pandemic era, in what ways China and Russia could achieve a larger scope and a deeper level of strategic cooperation on basis of previous successful collaborating experience is of immense significance and is worthy of in-depth study by scholars and experts. He further pointed out that the mutual learning experience between the legal communities of China and Russia has profound historical accumulations, and the prospects for further cooperation are bright and promising. He urged the experts and scholars to reflect on the major changes currently undergoing across the world, to contribute own sparks of thought to the Roundtable and to the development of regional and global peace, security and prosperity.

After the opening ceremony, scholarly discussions began, which were divided into the following three sections according to the varieties of themes of speech:


SectionⅠ Law and Governance in the Post-Pandemic Era


This section was hosted by Professor Ren Xirong, who is the Director of the China-Russia Law Research Centre and the Head of the Policy and Law Office of Jilin University. Professor Han Liyu from the School of Law of Renmin University of China, Associate Professor Alexander Molotnikov from the School of Law of the Moscow State University, Professor Huang Zhixiong from the School of Law of Wuhan University, Associate Professor Ilia Vasilyev from the School of Law of Saint-Petersburg State University, Professor Anna Rozentsvaig from the School of Law of Samara National Research University have all shared their profound thoughts on the development of international governance in the post-pandemic era. Topics of discussions included the legal regulation of artificial intelligence, international law issues in cyberspace, key issues of UEFA football jurisprudence and legal issues of international treaty law.

Section Ⅱ Development of the Rule of Law in China and Russia


This section was hosted by Professor Wen Shuangge, the Deputy Director of the China-Russia Law Research Centre and the Vice Dean of Jilin University School of Law. Professor Alexander Zezekalo from the School of Law of Saint-Petersburg State University, Associate Professor Yang Fan from Jilin University School of Law, Associate Professor Nataliia Sidorova from the School of Law of Saint-Petersburg State University, Professor Li Lifeng from Jilin University School of Law, Associated Professor Georgiy Moskalev from the Law Institute of Siberian Federal University, have all engaged in the discussions and shared their insights. Topics of discussion focused on the protection of property rights, the development of trial openness, protection of the rights of victims of crimes, tackling corruption crimes and the legal protection of historical truth.

Section Ⅲ Development of the International Rule of Law


This section was hosted by Associate Professor Yang Fan from Jilin University School of Law, who is also the Deputy Executive Director of the China-Russia Law Research Centre. Professor Kong Qingjiang from the School of International Law of China University of Political Science and Law,Associate Professor Elena Sychenko from the School of Law of Saint-Petersburg State UniversityProfessor Xi Chao from the School of Law of Chinese University of Hong KongAssociate Professor Alexsei Dolzhikov from the School of Law of Saint-Petersburg State UniversityProfessor Zhao Jun from the Guanghua Law School of Zhejiang UniversityProfessor Natalia G. Prisekina from the School of Law of Far Eastern Federal University School of Law, have all given insightful speeches. Topics of discussions included the “Belt and Road” initiative and the construction of the SCO Free Trade Area, the interaction between Russian and international labour law, the evolvement of investor-state arbitration, the general principles of law in Soviet theory of international law and relevant applications, cutting-edge issues of international trade and international investment, and the development and trends of international commercial arbitration in Russia.

After three rounds of rich discussions, Professor Ren Xirong gave the closing remarks. As she emphasized, the Jilin University School of Law and the China-Russia Law Research Centre, which has been in existence for three years, have been constantly committing to promoting the exchange and cooperation between the legal communities of China and Russia. The 1st China-Russia Roundtable on Law provided a great platform for scholars to exchange views and explore possibilities of collaboration. In the future, Jilin University School of Law and the China-Russia Law Research Centre will further strive to enhance the mutual development of the legal communities of China and Russia, to explore more opportunities for academic exchanges between Chinese and Russian scholars, and to contribute to maintaining and deepening the international partnership of academic collaboration.
